Most of these rules are based on the honor system. Basically I can't physically check that everyone's following them, that would be virtually impossible given the sheer vastness of the WWW. As such I can only trust people to be sensible enough not to violate the above-mentioned rules. I don't like to think of them as restrictions, but more like netiquette guidelines.
